Why cant police control or do something with all the crack heads on the street?

Police officers have more to worry about then some guy drooling on his self at a bus stop. What about the convenient store down the street where a man was shot? Or how about the child who took some pill they found on the floor and swallowed it? They do their best but they can't do everything.
