Can you remod a modded xbox 360?

ok so im buying a banned xbox 360 that has been modded for a cheap price. and then im taking it to my country where i pay money for people to mod the 360 so it can play pirate games which are like super cheap. do you think theyll be abble to modd it again if it was already modded? and banned?
